FACILITY USE REQUEST GUIDELINES

Priority of Use

  1. Carroll Consolidated Schools educational programs: on going, regular school programs.
  2. Carroll Consolidated Schools activity and extracurricular programs: athletics, school clubs, PTO/PTA groups, and other groups sponsored by the school district.
  3. Non-profit groups that serve school age children: Groups whose activities are educational or recreational and directly benefit school age children
  4. Non-profit groups that serve a public interest: local government or religious groups, community action groups, and groups that promote the general welfare of the community.
  5. Commercial or for profit groups: These include all commercial and promotional activities such as for profit presentations and events including but not limited to: athletic camps, leagues, and organization. Includes all organizations that charge admission and/or participation fees and/or have as a purpose the generation of income for the host group or individual. 

 

Class 1- District/School Oriented Groups (No Fees)

District or school-related programs or activities and district or school-oriented groups that exist primarily because of the school program, and with the primary goal of benefitting students enrolled at Carroll Consolidated School Corporation.  The Carroll Consolidated Board of Trustees may approve exemptions for children of district employees. Examples: Associated study body, curricular and extracurricular student groups, PTO/PTA, booster clubs, staff unions or other staff groups, district-convened citizen advisory groups.

No charge shall be made for the use of school facilities, except when the services required will result in an additional expense to the district. In such cases, charge to equal to the additional cost shall be made.

Class-2-Local Non-Profit Youth Groups with appropriate IRS validation

Groups that have as their prime focus the needs of local community youth. This class includes youth organizations with an established non-profit status as defined by the IRS, local church and church-sponsored youth organizations, and youth activities sponsored by government agencies.  Examples: YMCA, Boys and Girls Clubs, youth athletic organizations, Boy Scouts, Girls Scouts, and any local non-profit youth clubs with over 75% of attending group residing within the CCSC district.

Class 3- Other Non-Profit Youth and Adult Groups

Groups that have their prime focus as the needs of the youth and adults of the local community, including youth and adult organizations with a non-profit status as defined by the IRS and youth and adult activities sponsored by government agencies. This group also includes any non-profit youth organizations which do not qualify as local organizations. A discount of 25% will apply if at least 25% of the participating students are Carroll Students.  Examples: Community clubs, non-community youth groups

Class 4- Commercial Groups and Other Functions

This group includes commercial organizations, which do not possess a non-profit status with the IRS.  These include all commercial and promotional activities such as for profit presentations and events including but not limited to: athletic camps, leagues, and organization. Includes all organizations that charge admission and/or participation fees and/or have as a purpose the generation of income for the host group or individual. This group also includes all groups that do not fit into another class.  A discount of 25% will apply if at least 25% of the participating students are Carroll Students.

General Usage Guidelines

  1. All users are required to carry general liability insurance for not less than $1,000,000 with Carroll Consolidated School Corporation listed as an additional insured.
  2. Groups/organizations are financially responsible for damage or vandalism to school district property during its sponsorship activities. If necessary for the district to repair damages or clean the premises, the group/organization will incur the cost.
  3. Groups using school facilities will conduct activities that are orderly and lawful, not of nature to incite disorder, and not restrictive to race, creed, or color. The customer organization is responsible for the conduct of participants and spectators.
  4. A school supervisor is required to be on duty for use by all non-school groups.
  5. Alcoholic beverages, tobacco, and nonscheduled drugs are prohibited.
  6. Footwear appropriate to the surface must be worn. No outside street shoes are to be worn in the fieldhouse or gymnasiums.
  7. No food or drinks other than water are allowed in the fieldhouse. The customer group is responsible for strict enforcement of this rule.
  8. Use of all school facilities shall be automatically canceled when schools are closed due to inclimate weather.
  9. Use of any school equipment is prohibited unless prior approval is received from building principal and noted on facility use agreement.
  10. A group may cancel its agreement without penalty with a minimum of 24 hours in advance notice to facility use coordinator.
  11. The school district reserves the right to cancel a rental agreement because of the districts need to schedule or reschedule a school activity or event.
  12. At the sole discretion of the district, the district may cancel an approved facility use application if deemed to be advisable and necessary.
